Los Angeles Loyolan, 21 Nov 2011 - When you are living in a nation with 5 percent of the world's population yet 25 percent of the world's prisoners, according to a New York Times article printed on Oct. 29 "Falling Crime, Teeming Prisons," it's pretty clear that things are a bit off. Government spending on prisons has reached $77 billion a year, according to the same article.
